Move the long global rules into topic files under rules/ with path scoping where it applies; CLAUDE.md becomes a short index. Exceptions are stated in each rule.

Done in dotfiles commit 4b89b16: CLAUDE.md is a 25-line index, rules/ holds git, shell, style, writing, docs-images, sourcehut, tracker, desktop and workflow, with exceptions stated and the superpowers disciplines folded into workflow.md.
